These men went as "Pree" Emigrante on the
dates mentioned (3rd. and 25th. March, 1908) in the vessels
named. They answered all the questions put to them satisfactori-
-ly. It was specially explained and re-explained to them, by a
competent interpreter, that it was not a British Colony they
were going to, and they replied that they were well aware of
that, but that they knew they could make money there. They were
not of the coolie class, but fairly well educated men with a
certain amount of money. They certainly paid their own passages,
and seemed to know what they were about. It seems to me that
there is something behind this matter, and that Mr. Parkinson
is not acting entirely in the interests of these men. When they
arrive here I will see if I can find out anything about it.
I will also warn the Norddeutscher Lloyd Company's Agents
that they will be held responsible for landing them here.
